Norfolk International Airport is a key aviation hub serving southeastern Virginia. Runway 5-23 is one of the airport’s primary runways, handling substantial commercial and general aviation traffic. Phase III of the rehabilitation effort focuses on the Runway 5 end, supporting critical pavement and lighting upgrades to ensure continued airfield safety and compliance.

Work includes temporary lighting circuiting, fixture and foundation removals, and reconstruction of multiple airfield lighting systems. Scope also includes installation of new medium voltage duct banks with counterpoise and ground rods, aircraft-rated handholes with grounding and racking, conduit and lighting for runway centerline and edge systems, in-pavement MALSR reconstruction, and adjustments to PAPI systems, taxiway lighting, and signage.
